I'm currently recoding my video archiv and found, that there are often
problems with subtitle streams, because the dts starts again with 0 after some
time (I think, it is at jumping from DVD layer 1 to 2, but I'm not sure).

The sources of ffmpeg are maintained in OBS. Packman is just rebuilding these
sources (unmodified) with different compile options.
Please either open a bug
The problem has been fixed upstream in ffmpeg 4.1 (SUSE and Packman still
provide ffmpeg 4.0.1 as this is the stable release; the next release will come
in about three month). So the problem will be fixed automatically in the
stable release some day.
