Why not make a simpiler approach. Create a program simple launcher that will only launch one program? You can use the source code of LauncherIII to make it respond to the apps button. You can setup the hard keys to run your one and only program. I'm even sure that you can make your program

Also, how could I modify the ROM image to disable the built-in apps? TRGPro has a utility to do this.. but it can only be done with flashable devices.. there is also a german guy working on a win32 application to allow you to remove/update/add programs to the rom that can be reflashed
