I know nobody wants to hear this any more, but I can't resist. You can
install .ppm's with the PAR toolchain without resorting to the PPM from
CPAN (which was unmaintained the last time I looked, but that was some
time ago).
PAR::Dist::InstallPPD can install PPM packages just fine if the PPD
files specify the correct version of Perl and platform you're using. It
comes with the nifty parinstallppd command line tool which can be used
to override the defaults if you disagree with what it inferred from the
PPD by itself. Furthermore, there's a simple and ugly GUI I hacked up
around Christmas '06. Links below.
