Matters of principle cannot be negotiated but should enforced, for this PAC
should have an NEC that functions properly and normally. You are fully
correct there should be accountability and transparency, however such cannot
be achieved with a dysfunctional and disunited NEC! If the NEC groupings
persist it implies no NEC meeting will sit due to quorum problems, to
quorate based on Cde Letlapa commands also less than 13 NEC members and Cde
Narius commands less than 15 NEC members very soon this less 15 will shrink
as soon as other NEC members distance themselves from these warring
groupings. 

Secondly, the Accounting Officer must be appointed by the PAC National
Executive Council, there is no Act or Law that declares the Secretary
General of a political party to be an  Accounting Officer! An Accounting
Officer is appointment as explained by the PUBLIC FUNDING OF REPRESENTED
POLITICAL PARTIES ACT 103 OF 1997 Section 6 it states that Political parties
to account for moneys allocated to them from Fund(1) Every political party
to which moneys are allocated from the Fund, must-(a) keep, with a bank
registered in the Republic, a separate banking account into which all moneys
so allocated to the party must be deposited; and (b) appoint an
office-bearer or official of that party as its accounting officer with
regard to all moneys from time to time allocated to that party from the
Fund. 

All these again comes back to the necessity for a normal functioning NEC, to
resolve and action issues you raise such as audits etc, above all PAC
programmes and purpose of existence must be carried with haste.

In 2007 just few days after floor crossing myself & Imam Achmad Cassiem then
PAC SG, we had a meeting with the National Parliament Deputy Secretary with
regards to PAC Parliamentary Account & Constituency Account and PAC assets
in Parliament. . .

We were told in no uncertain terms that it is PAC that is voted into
Parliament not the MPs, it is the PAC that decides who is deployed to be an
MP, therefore, the accountability of those Accounts rests with the PAC as an
organization. When the Parliament and/or IEC decides to cut the funding due
to maladministration, unaccountability it is the obligation of the PAC to
furnish the authorities with relevant documentation to ensure it complied
with the rules and regulations.

It is the duty of the PAC leadership to ensure that it is in complience with
those rules and regulations especially the Secretary General as the Chief
Accounting Officer of the organization. [you might have noticed that when
COPE was having problems with compliance in Parliament; secondly, with the
ANC when their Parliamentary Office was said to have used those funds for
other things that are not in compliance with the rules and regulations GWEDE
had to step-in]

Therefore, if there is a problem with the Parliamentary Funds the PAC must
sort it out . . .The only thing that Parliament and IEC will do is to STOP
the funding to the PAC, period ! Until we sort our house in order . . .

To avoid pointing fingers the NEC should appoint a credible firm to do
Foreignsic Audit to those Accounts then upon recieving an Audit report, if
there are evidence of financial misconduct, the NEC can charge the MP for
financial misconduct.

The weakness of the PAC, we are not strong in administration, yes we do have
administrators but they submit to their politcal heads to the detriment of
good administration . . . When last did we have audited financial statements
in the party ??? When I say Audited I mean audited NOT this thing of buying
a STAMP and a signature from a registered auditor just to show compliance .
. .

In 1996 we were in Thohoyandou Congress, it was resolved that an audit of
all PAC assests in exile and monies fundraised be conducted and criminal
charges be laid to those found wanting with PAC Assets and money . .(17 yrs
later) . . now 2013 did you ever heard anything (in
Conferences/Congresses) about PAC Assets in exile, monies from foreign
donors ! NOTHING

I am still having clear vision of Cde Cater Seleka literally crying in the
Congress saying for him and his family to eat Cde Sizani at least got them
12kg Maize Meal and 5l Fishoil every month . . . because PAC could not pay
his salary, money gone and no accountability.

Now people are reluctant to give monies to PAC because they feel it won't be
accounted for . . .

I believe we can do things right and please lets do things right . . .
