Try mp3tag. It's free and accessible and will rename files from ID3 tag
info.

expensive, and as far as accessability it is just a matter of pushing a scan

Have a look at the Behringer UB502 or UB802 which are both under $100 from
various places on the net.
They use 6 mil microphone inputs but you can buy adapter plugs quite
readily.
