There's a program called mp3Gain which works pretty well. It claims that it
can normalize mp3 files without reencoding them, though I don't know how it
does that. You'll have to Google the program, because I don't know where I
got my copy.

Hi Brian. You might want to consider using MP3 Gain. The program is free and
it's the best that I know of for normalizing files. With it, you can
normalize an entire folder. All aspects of the program can be accessed with
a screen reader.
