help with mp3 playing speed

normalising mp3's

hello, could any one please tell me, if there is a program to normalize, or increase, the volume on an existing mp3 file? I already have CDex, and nero wave editor but I have no idea how to normalize files. if any one could help me it would be really appreciated. thanks Elaine
