If you keep tabbing in the save or save as dialogs, you will find the
attributes section where you can specify both.

Hi Everyone:
I have an MP3 music file that was recorded at 44.101KHZ, 128KBPS. I want to
resample at 11025KHZ using either 16KBPS or 64KBPS.
Looking under the Effects menu, I was able to do the resampling OK, but
could not change the bitrate. I'd appreciate the HEADS-UP on how to CHANGE
