I first of all must admit that I haven't read the SoundForge 10 manual but
by the process of deduction I am going to take a stab on what the Plugin
Chainer does. I assume that it will run a specified set of plugins in a row
as indicated by instructions from the user. In other words if you have to
do loads of the same repetitive things to a bunch of files all in the same
way you set up a chain of plugins to do this, compression, reverb,
normalization etc. I hope this helps.
