Oh yes. You have the option of voice over useage in Sound Forge. Jonathan
used it in his tutorial of version 4.5.

Hi, Amyeric! What version of Soundforge has the voice-over feature? Just
curious. Sounds easier than trying to figure out what per centage to change
your background music to! Smile. I'm using Soundforge 6 which I don't
think has that nice feature.
