That would be pretty cool but not practical to write I would think. I
use Miranda and love it, but most of the voice chat protocols are not
open. Then again, that hasn't really stopped people before I suppose.

I primarily use TeamTalk for voice chatting.
It can be found at www.bearware.dk.

It uses the open-source Speex codec as does the latest version of Ventrilo as an
option, however,
Ventrilo uses TCP to transmit the audio data, which means it's slower
due to the error correction in each packet.
Ventrilo's implementation of the codec itself isn't nearly as nice
either.
It also utilizes 3d sound for sound card's that support it, allowing you
to pan users around in a 5.1 spectrum if you have a setup like that, or
linearly, depending on the support of your sound card.

When we first downloaded and tried this program out, you had to do the
whole drag/drop thing to pan users around, which was not impossible with
screen reders, but not too convenient. We contactred the program
developer, and he was very receptive to the idea of adding more hotkeys,
and was scarily quick about actually implementing said hotkeys into the
program.

One thing that's kind of nice about teamtalk is that the client comes
with a win32 server as well. So, if you want to just throw up a quick
server somewhere and have several users connect to it, it's really very
easy to do. We have a teamtalk server daemon on a linux box with a 30
meg pipe.

It takes a bit of configuring for optimal sound quality and bandwidth
utilization, but it's well worth it.
