I think this is rather off topic for the list, but I also have  some
questions about this.

I managed to get hold of a sample of Helen Keller's voice when she visited
South Africa  in 1959.   The sound quality is not good but you can make out
what's going on.

At present it is encoded in 128 kbps stereo.  However, considering the
degraded  sound quality as well as the fact that the file is speech only,
would it be possible to e.g. encode it at 64 kbps mono without any loss of
sound quality?

I believe that this voice sample is one of the very few samples of Helen
Keller's voice outside a formal archive.
