Download issues seem to be quite often caused by one or more servers
behind the sunsolve.sun.com load balancer being unresponsive. AFAIK when
you first connect sunsolve.sun.com, the load balancer picks one of the
actual download servers to serve your request and also creates a session
that binds your server's IP with the selected download server. If you
happen to get a bad download server, retrying connection to
sunsolve.sun.com is useless, as you will get redirected to the same
broken server until your session in the load balancer times out.

In cases like this, you can try bypassing the load balancer and choosing
the download server yourself - just find one that works:

pca --sshost=sunsolveNN.sun.com   where NN = 10..17
