NOT explicitly asking for "--safe" installation and I still get the
following outcome. Am I doing something wrong?:

My workaround was to comment out the $pkgchk lines in PCA
dbg ("$pkgchk $root -q -i $pfile");
$out .= `$pkgchk $root -q -i $pfile 2>&1`;
And the result was success:
