issues were they believe they should have access, or they are seeing
inconsistent behaviour with downloads sometimes allowed, sometimes
rejected.

For me, the problem was, at the very least, my MOS account not having my
Support ID entered [although how did I get my MOS credentials initially if I
didn't al
ht my account setup must be correct if I was able to
download 2 patches. I was wrong.
