Summary: Win32: command line args don't accept unicode

Initial Comment:
on Windows, command line args like 'pd -open' only accept ASCII characters.  
That's because Windows does not give the args as UTF-8 when calling main(). To 
fix that, it looks like pd needs GetCommandLineW() to get the full args as 
UCS-2 then convert to UTF-8 using u8_ucs2toutf8() from s_utf8.c
