There's no plain text option in the Android Gmail app. I've tried
using the browser, which should pick up the characteristics from my
account and act in the same way as a desktop, but this doesn't seem to
work either.
K9 mail can be set to use plain text and it works OK for PDML.

What email client? I can post from my Toshiba Android tablet using the
AquaMail seems too work for me.
