If your making books I'd recommend using desktop publishing type
software for your page layouts. QuarkXPress InDesgin are 2 that I
know of, but they are very expensive. I did a search and found this
freeware:

Have you used the free Open Office software suite? It's the free
alternative to some of Microsoft's office products. Among other
things the latest version included their take on Word.
What will make it helpful for your needs it can output your document
directly to PDF format.

PHotoshop and Photoshop Elements will render out an image to a PDF
file, but if you are looking to put together publication quality,
multipage PDF documents, buy a copy of the full Adobe Acrobat
application.
