Isn't "Hygenic Dog Food" an oxymoron? Most canines like to muss it up
a bit before eating, and they certainly seem to prefer disgusting
stinking objects they find outside to gourmet food prepared by their
human servants.

I agree 100% about the barriers. I may have time to check them out
tomorrow and see if they can be moved, and to also look around the building
more.

There are a couple of buildings in Palo Alto and San Jose like this

Considering that the bars are on the upper floor, it makes sense that
they're not to keep the dogs out. Horse meat has not been used in dog food
here for many, many years (since _at least_ 1970) , although when the
building was in service, the meat may have been used. I don't think whale
meat was
