first, they are separate things. file attributes are created and managed by
the operating system. meta tags are inside the files and are managed by
applications. you called them file attributes and they are not the same
thing. that is why IPTC calls them tags. EXIF calls them tags. they may be
you've never used the ATTRIB command? properties on files in Explorer works
too.

I don't know about changing EXIF data.
But, as for file names I use Irfan View (free) for batch convertion.
It can do filenames as well as size and file format as batch convertion.
