Your suggestion makes sense to me. 

Since max sync speed is the minimum amount of time the shutter can stay
entirely open...
Maybe the max sync speed is not enough time for the light meter logic to
process more than one flash? Eg. if it fires the main flash first, breaks it
off at correct exposure, waits a few milliseconds for the light to die,
"resets" the OTF meter sensor and then fires the other flash. 


Well... I'm just speculating...
