Found the answer in the FAQ "RSE does not launch. If RSE did not close gracefully, there is a chance that it will not launch the next time that you go to use it. If this should ocur, please download this file and run it (double-click) from anywhere in your system. This should clear up the problem by deleting a temp file that was left behind due to the improper closure of RSE."
