Found the answer in the FAQ

"RSE does not launch. 
If RSE did not close gracefully, there is a chance that it will not launch
the next time that you go to use it. If this should ocur, please download
this file and run it (double-click) from anywhere in your system. This
should clear up the problem by deleting a temp file that was left behind due
to the improper closure of RSE."

Whatever this file does, it solved the problem.

So if you ever experience the same thing, run that file.
