What is the deal with the aperture on these Pentax-A 50s?

This is the 2nd time I've run across this and wondering if anyone can explain the problem/fix. I've got a MINT looking Pentax-A 50mm f1.7. But the aperture ring does not move smoothly (but rather jerky feeling) and doesn't want to go past the spot between f/8 & f/11. I got it to go as far as the "A
