What you described is the expected behavior.
I'm curious why you have it configured with the same zone in both backends if
you don't want both backends to answer for the same zone.

I use the pipe backend for that, more or less. I wouldn't say I manipulate the
answers, but I decide which answer to return -- in my case based on where the
question came from, but the decision could be based on anything. And you can
write a pipe backend in any language you want.

I’ve recently upgraded some PowerDNS Authoritative servers from 2.9.22 to
3.4.5, and I use the pipebackend.
I've noticed that when DNS queries come in for a non-existent name in my
domain, I get records like the following in /var/log/messages:

your transition phase you can use the forward-zones setting in the
recursor on IP#1 to forward requests for specific domains to the auth server on
IP#2.

disabled packet caching with no ill effects.

I've been using the pipebackend for a while and I don't think I've
ever seen request for an A record in my backend.
The doc does talk about the necessity of handling ANY requests inthe
pipebackend.
