Towards a Balance Sheet EPW Special Article July 06, 2002 The debate about poverty trends in India in the 1990s can be widened to look at a broad range of indicators. The data do not really permit resolution of a key issue, whether poverty decline has slowed or not. Only literacy and fertility decline have unambiguously accelerated.
