Part of 1974 amendment to 1971 Federal Election Campaign Act. Amount
received in proportion to voting strength in relation to vote
when was the 5% eligibility rule enacted?
i looked around for a while but quickly got weary of all the sites about
third parties, etc. none of them seemed to have a discussion of the
date/origin of the rule.
