Proposed fix
Perl 5.26.0 removed "." from @INC, perl-Server-Starter-0.33-1.fc27 will fail to
build:

+ cd Server-Starter-0.33
+ /usr/bin/perl Build.PL --installdirs=vendor
Can't locate builder/MyBuilder.pm in @INC (you may need to install the
builder::MyBuilder module) (@INC contains: /usr/local/lib64/perl5
/usr/local/share/perl5 /usr/lib64/perl5/vendor_perl
/usr/share/perl5/vendor_perl /usr/lib64/perl5 /usr/share/perl5) at Build.PL
line 12.
BEGIN failed--compilation aborted at Build.PL line 12.
