Test::Harness 2.27_03

This oughta be the final Test::Harness beta. It now respects $Test::Harness::Switches, and I added a .t file for checking pod validity. The pod.t skips tests if Test::Pod 0.95 isn't available. The user gets a skip message, but I don't see a problem with that. Comments? xoa The uploaded f
