Please note that if you "fix" the m4 program this way it'll break. I
think the m4 style of quoting preceded any similar TeX,

for background information on why in your ASCII software and
documentation you really should write 'quote' and not `quote' in the
Unicode age, i.e. why you should not abuse the Latin-1 grave accent as a
left quotation mark.
