You'll need to add Mr C's repository to your ppm:-
ppm> rep add http://dada.perl.it/PPM
Then install as necessary

Tried using the ppm to install Win32::GUI. The ppm just gave me the
following error:
Error: No valid repositories:
Error: 500 Can't connect to ppm.ActiveState.com:80
