no http_cookie

I'm having trouble with $ENV{HTTP_COOKIE}. It just doesn't show up in the %ENV hash. Does this have to do with the fact that I'm running the thing over https? Does this have anything to do with the communication between perl and apache? Thanks in advance! Contents of %ENV: SCRIPT_NAME =
