Under MULTIPLICITY, for locale.c, it: 1) Updates comments to reflect reality 2) displays the aTHX in DEBUGGING statements. 3) Uses reentrant mbrtowc vs non-reentrant mbtowc Under multiplicity, for perl.c, it avoids a leak. PL_cur_locale_obj is created whenever there is MULTIPLICITY, not just when threaded, so needs to be destroyed whenever MULTIPLICITY.
