The mass of ICU code that's been added to Parrot. It's taking an
amazingly long time to import, and I'm apologizing profusely in advance
for this massive import. However, one of our goals -is- to do Unicode
out of the gate, and the easiest way to do this is adapt the ICU library
for our own
