Implemented in r27756.
I did a quick review of other variables in config/gen/makefiles/root.in
and was satisfied with all of them. STICKY_FILES was the only one that
I thought was non-self-documenting.

in parrot's main makefile (config/gen/makefiles/root.in) there's a
variable named STICKY_FI
