i have windows 2000 and office 2000, both in english, and have enabled
right-to-left languages and farsi in the windows regional settings and in
the office tools language settings. result: i can basically type in farsi,
but in excel weird things happen, e.g. if i type a period

Since right-to-left (using normal format buttons) seems to be working for you in
Word, perhaps your version of Excel has a bug.
There is actually a macro in Word (at least 2003) to force rtl
