Jodi - Carpet beetle excrement (frass).  If there are feathers, closely examine them for larvae.  If you are certain  no larvae are feeding on the feathers, then proceed as follows:  If you can remove the claw, you can safely freeze it to insure no further damage.  Recommended -20 F for 3 days,
