cbq acting strangely

Hi, I've recently been trying to use cbq for queuing on my OpenBSD router... but there is a bug /somewhere/, and i'm hoping it's in my rules... I'm using a stock OpenBSD 3.4 install. Running on a P200 w/ 64mb RAM (and three dc NICs), so i don't think resources are a problem for what i'm doing...
