PgAdminIII did/does have the facility to edit the postgresql.conf & pg_hba.conf.
However, as David G. Johnston pointed out, it was limited to editing _local_
versions
of those files.

No, just use the 32bit version. There's no real benefit from having it be
built as 64bit - just the downside of having to maintain 2 builds instead
of 1.
