You said that you are using PostgreSQL 9.0.2. But you seem to use
8.3.7, which does not have streaming replication.
Pg_pool version installed is 3.0.1, and postgres is 9.0.2

Makefile tries to use pg_config and it should take care of that. My
bet is, you do not have 9.0's pg_config command in your command search
path, or 8.3.7's pg_config is
