[ADMIN] Restricting Access to Databases

I've been through the docs and mail archieve and haven't found a solution to my problem. I'd like to be able to configure users so that they cannot create tables in certain databases. I'll have a setup like this DatabaseUse dev tables under development prodtables in normal
