Indeed, trying to create nonstandard indexes on system catalogs is a BAD
idea. There probably ought to be a check to prevent you from trying.

Maybe but *without* warranty you can install another copy of
postgresql, take the pg_shadow file and substitute to the
corrupted file.
Make a total backup first, imho is a high risk change.
