I'm not sure if this is the best method but I use the:
pgsql -d dbase -U ppk -f e:\\Test.imp < passwd.txt
Where passwd.txt holds the password for the user specified.

OK, I found the thread you mentioned and installed the Qos Service on my
win2K netwerk, but it gave no effect. So it must be something else in
this case.
