When I did an ls I could see it there, so I could not figure out what the problem was. Then I looked at my username. Cygwin's prompt said: sam snow@sam . sam snow was the username and sam is the computer name. I changed usernames in windows to administrator and the problem went away. The reason that it could not find install-sh was that there was a space in my username.
