Yeah, I'm seeing the same problem here. The strange thing is that 8.4
docs seem to build just fine.

The problem happens like this:
gsm...@gsmith-desktop:~/pgwork/doc/src/sgml$ make postgres-US.pdf
openjade -D . -D . -c
/usr/sh
