Actually, this isn't an Apache configuration issue. According to the developers at Apache, it's an incompatibility between the dynamic IP assigning in Windows XP and Apache, which doesn't support it in its current form. I had it working before, and as far as I know i havent changed anything in the php settings. Im running php4.2.2 on apache2.3 (newest snapshot).
