You should have said that this worked in 4.4.0 in _this_ report. Does
this happen with this snapshot:

And if it does, how can we reproduce?

This has nothing todo with symlinks. Please actually read BUG 34656.
PHP 4.4.0 worked without problems, 4.4.1 doesnt.
The BUG you quoted is horribly old and nothing it affected had been
changed from 4.4.0 to 4.4.1.

Description:

PHP 4.4.1 does not parse open_basedir directives (exspecially  those
placed in httpd.conf) correctly. There seems to be a major problem with
directory traversals (../something).
