ini_set() doesn't return false when updating PHP_INI_ALL entries that can
fail.
Reproduce code:

var_dump(ini_get("arg_separator.output"));
?>
Expected result:
----------------
bool(false)
string(1) "&"
Actual result:
--------------
string(1) "&"
