Bug description:strftime("%A") with locale set to french outputs date with
capital letter
Description:

If you put locale to French (fr_FR), strftime outputs the day with a
capital
letter instead of all lowercase (e.g.: it outputs 'Vendredi' instead of
'vendredi'). In French, days don't have capital letters.
Test script:
---------------
setlocale(LC_ALL, 'fr_FR');
echo strftime("%A");
Expected result:
----------------
The current day in lowercase.
Actual result:
--------------
The current day with a capital letter.
