Communication error between php ISAPI module and MySQL

OS: MS Windows 2000 Server SP2, SRP1 and up to date fixes
WWW Server: IIS 5.0

PHP: 4.1.1 used as ISAPI dll (php4isapi.dll) - downloaded binary from
"http://www.php.net/do_download.php?download_file=php-4.1.1-Win32.zip";

MySQL: 3.23.39-nt installed on the same machine

MySQL Error message in mysql.err like this one:
"Aborted connection 3957 to db: 'phpLinks3' user: 'rcc' host: `localhost'
(Unknown error) - see
http://www.mysql.com/doc/C/o/Communication_errors.html";

Application error message: "Too many connections", ...

The error has occurred several hours after starting/restarting IIS.

After reinstalling previous version of php (4.0.6), everything is OK (www
