I also am experiencing the very same problem. Under high loads, the mssql_pconnect function pools up exactly 25 connections then completely denies any further connections. If the max_persistent variable is higher than 25, mssql_pconnect returns FALSE until Apache is restarted. If it is set lower than 25, it STILL pools 25 connections but will eventually release them (read: it takes a long time).
